Rainbows actually can be circles at any altitude. It just depends on the angle of the sun (or light source) to the rain (or prisms... and also what type of prisms: ice crystals are a different shape, and so, refract a different way from rain drops). I have seen circlular rainbows often from planes when the sun is near the horizon and it's light refracts through ice crystals. I have also seen a circular rainbow at sea level in Hilo, Hawaii. The sun was behind me and I saw a large, bright rainbow before me formed by thick mist. It appeared to be very close to me, although it was so large that I didn't realize this right away.
